Low-enforcer high-crim servers are best for this. When you can afford a SHAW, you may consider camping while the thieves load up a vehicle, then witness them AS they enter the vehicle and spray it down with a Shaw.

You can steal cars or witness crims for doodoos and giggles, but it's not effective at all. You'd have to grind it until your prestige is up to 4 or possibly 5, before handing in the items. Thus dropping down to Prestige 2, rinse and repeat.

And of course you need criminals to do it at all. Returning stolen cars is pretty efficient in full districts -- there's a lot of cars to return.

Criminals get to do chop shops, loot, etc. What do enforcers get to do? There are fewer vehicle return areas for enforcers, which seriously cuts down on the delivery frequency. But yes, missions, missions, missions. There are enough cars to return one every time the delay runs out. But that doesn't make it effective, because missions just easily overtop the reward. Finding crime items to deposit means you have to deliberately tail a ramraider and you will quickly deter them from their activities you'll be lucky to get more than a few briefcases before your 'supply' runs dry.

Running stolen cars is unreliable simply because of having to hunt for them, even if you hit on a cluster of viable stolen vehicles, the chances are you'll only be able to run one of them before the rest vanish, get used again, or get destroyed. Add on top of this that you must exit your vehicle to scout their status, and it ends up being far less reliable than simply running missions, which also gives you standing.

The only good alternate to just running missions, is to loophole the system with a friend or two, with crims ramming and letting you pick stuff up, though that would fall into the exploit category and may land you with some kind of punitive measure.
